there is a huge amount of irony in rangers being replaced by Dundee the club that wrote the book on how to make illegal payments to players & have been in administration twice themselves.

to be fair it is a totally different administration now (i hope)

I said on June 19th that TEAM 12 could be training in Camperdown Park , and playing just yards away from ( fellow SPL team ) the Arabs . Not yet heard but are the fixtures now going to be adjusted to avoid 2 games in the same street on the same day ? And what happens to the Ramsdens Cup ties regards Dundee F. C. now being outwith the SFL ?

The Brechin V Sevco tie is an example of what a mess the bodies running Scottish football have made . The Ramsdens Cup is regional at this stage . If Sevco win the tie do they then have to stay in the North/East section .The benefits of running the competition on regional lines are lost if you have to trail half way over Scotland .

easy solution: say they have to play any of their ties in the regional section away from home even if drawn at home.

Rangers in crisis: Neil Doncaster offers no assurances over SPL deal with Sky
The Scottish Premier League’s chief executive, Neil Doncaster, was unable to confirm that his clubs’ matches will be televised in 2012/13.

With the Rangers newco exiled from the top flight for at least three seasons the fear is that Sky, who agreed to a new, improved contract last November (which remains unsigned) on the condition that both Celtic and Rangers would be in the SPL, may now withdraw.

The broadcaster has refused to comment on the issue but, while its withdrawal would represent a massive PR disaster for both Sky and Doncaster, the prospect remains that the clubs may now not receive their next payment of £635,000 from the station on Aug 6, an outcome which would plunge several of them into severe financial difficulties.

Doncaster spoke after Monday’s SPL AGM at Hampden but refused to confirm that Sky will be covering Scottish football.

“You know I’m not going to be drawn on the future,” he said. “When we’re in a position to clarify where we are with all of our partners then we’ll do so.”

It was pointed out to Doncaster that, since the new campaign begins in less than three weeks, time was of the essence. “Yes, I know that: it doesn’t change the situation,” he said. “I cannot comment on that at the moment. At the point where we can give clarity we’ll do that.

“I speak to [Sky] on a regular basis. I’ve been in London for much of the past few weeks and I expect to be in London for much of the next few weeks.”

Asked whether a deal was in place, he replied: “It is what it is. I’ve been as clear as I can. I can’t be any clearer. I won’t be drawn on the specifics of any commercial arrangement, I’m not going to do that.”

He also refused to provide any guarantee that Sky will be showing Scottish football next season. “You’ll write whatever you need to write but I’ve been as clear as I can be,” he said.

Tellingly, Doncaster said in March that a deal with Sky hinged on both Old Firm clubs being in the SPL. He said: “The current contract, which comes to an end this season, says Rangers and Celtic must play each other four times a season. That’s in line with most of our large contracts – our title sponsors are the same.

“What will be in the next contract from the summer remains to be seen. You do a deal originally in a short-form agreement and then the long-form agreement follows that later on. That’s in process at the moment.”

One thing he did confirm was that, having finally confirmed Dundee as Club 12, their opening SPL fixture away to Kilmarnock may be postponed due to the wranglings with Charles Green and Sevco Scotland Ltd over the conditions attached to their SFA membership.

These include accepting the 12-month transfer embargo imposed by the Scottish Football Association (subsequently ruled unlawful by Lord Glennie at the Court of Session) plus any other fines and sanctions which may be handed down as penalties to the oldco.

Included among their number would be the punishment from the SPL board for the dual registration scandal, whereby Rangers (under the stewardship of Sir David Murray) allegedly failed to fully disclose the payments being made to employees in offshore accounts.

“That’s something that will come back to the new SPL board,” said Doncaster. “We have another board meeting in a few weeks and that issue will be tabled at that meeting on Aug 10.”

Will Rangers need to wait until then to get their SFA membership? “That’s an issue for the SFA,” he said. “It’s not a straightforward process of transferring the share over. There’s a lot of work that needs to be done between the three governing bodies, Rangers oldco, and Rangers newco.

“That work needs to cover off all the outstanding elements that have been discussed. There’s a mechanism within our rules to take that share if need be.”

Doncaster conceded that this process may not be concluded before the big kick-off on Aug 4.

“Possibly not, but we’ll work around that as we need to,” he said.

“We’ll try to get it all done by agreement but if we can’t get everything agreed for a smooth transition then there are avenues we can take to ensure the share is transferred to Dundee.”

Green himself added: “It is now for newco to take on board the sins of oldco to clear a way forward.

“There is a point where unless I as CEO accept sanctions then we won’t be granted permission to join the SFA. But it’s a balance between what’s fair and what’s required.”

Doncaster and Reagon should be sacked immediately.

They have spent the last 3 months speaking down the product they are trying to sell.

The contract they had drawn up(but not signed yet) was already undervalued compared to the likes of Belguim and other small Skandi countries.

How can you negotiate a decent deal with Sky after saying the product is **** without Rangers?

SFL rule out stripping Rangers of League Cups won during EBT era

Chief football writer

THE Scottish Football League has no plans to consider stripping Rangers of the six League Cups won between 2001 and 2010, even if the club is found guilty of making undisclosed payments to players via Employee Benefit Trusts during those years.
inShare

The two other governing bodies, the Scottish Football Association and Scottish Premier League, have worked on a draft document which proposes stripping Rangers of five league titles and four Scottish Cups if an ongoing investigation finds the club guilty of breaking rules by not disclosing payments made via EBTs.

But the League Cup is run by the Scottish Football League and Rangers won that trophy in 2001-02, 2002-03, 2004-05, 2007-08, 2009-10 and 2010-11, all of which were within the 2001-2010 period in which EBTs were used.

David Longmuir, the SFL chief executive, attended the Scottish Communities League Cup first round draw with First Minister Alex Salmond yesterday – they announced the Scottish Government will sponsor the cup for £1.7m this season – as Rangers were drawn against East Fife.

Longmuir played down the likelihood of his organisation taking back trophies won by Rangers. "Not at this stage," he said. "We are 'business as usual' at this moment.

"From the day we announced that Rangers would be in the third division my only thought was how to rebuild the game, get investment back in and take the game forward. I'm not looking back any more. I'm getting to the point now where I can see light at the end of the tunnel and I can see the game beginning to get back on its feet."

The SFL is still awaiting feedback from its media partner, IMG Media, having commissioned the agency to test the market for a package of 25 Scottish League games including newco Rangers this season. An SPL bid of £1m was rejected, which suggested the SFL believes much more could be raised.

"We have a broadcasting deal in place for the League Cup with the BBC and we still have another year to run. As far as the league is concerned we're currently at very early days in terms of having a look at what interest there is in SFL games. I know there is a huge interest in our new club [newco Rangers] and that will drive a lot of media attention. I'm sure there will be value in that, but in context."

Salmond said he would not attempt to persuade BSkyB to maintain its deal with the SPL. Salmond's friendship with Rupert Murdoch has led to calls for him to intervene.

"That is a matter for the football authorities and the broadcasters," said the First Minister. "I have made it clear that any help I can give, we will give. So let's leave it at that and see what announcements are made.

"Looking around to what distinct initiative the government could make, without interfering in the football authorities' rights to their own affairs, I thought enhancing our sponsorship of the Scottish Communities League Cup would be a step forward."

Of the £1.7m sponsorship, £500,000 is from the Cashback for Communities programme, in which money seized from criminals is redirected to youth initiatives.

Rangers, who were unseeded in the draw held at Stenhousemuir's Ochilview, were represented by the head of their youth department, Jimmy Sinclair. He saw them paired with East Fife in what will be the newco club's first competitive home fixture. Ties will be held on Saturday August 4 although Rangers' could be moved because Celtic are at home to Aberdeen in the SPL that day.

Sinclair was optimistic that manager Ally McCoist's impoverished squad, now reliant on several youth players, could handle the third division. "I think a Rangers jersey is a heavy jersey no matter which forum you're playing in," he said. "But the boys who have come into the team in the past have handled themselves well and I've no reason to suspect anything other than the ones who are with us now, albeit they are a bit younger, will handle it as well. It is now a bit of a grey area, what constitutes a first team player and what constitutes a youth player!"

Rangers' home attendances are difficult to predict, but the novelty of the club's first match at Ibrox is sure to draw a large crowd. That will benefit East Fife, who will receive 50% of the gate receipts after 15% is removed for expenses. "We will be the first visitors at Ibrox and I would think we would get a big turnout," said Sid Columbine, chairman of the second division club. "The Rangers supporters have had a bad time and it's hard lines on them because they are the innocent victims in all of this. I hope they turn up and help us out."

Meanwhile a source close to the owner of Napoli, Aurelio de Laurentiis, denied reports that the Italian businessman was interested in making a takeover bid for the newco Rangers. "De Laurentiis said that Scotland was an option a few years ago. Now there is nothing concrete," said the source.

it was much younger kids who were abused by one of the coaches on the premises not the players themselves. i think the idea was to punish the hierarchy for turning a blind eye but i don't really see why the players who had nowt to do with it lose their wins. seems like an attempt to ensure that the now dead coach doesn't have the record number of wins (sounds familiar) but they didn't cheat to get those wins like rangers.

The proof

SUNSPORT has seen documentary evidence that Hampden bosses asked Rangers to accept the loss of FIVE league titles and FOUR Scottish Cups.

The draft papers were given to Gers chief executive Charles Green at a top-secret summit this summer.

Top brass wanted Green to accept “EBT sanctions” in return for newco Gers getting the chance to be parachuted into Division One.

The package of punishments — instantly REJECTED by Green — would have stripped Gers of NINE major trophies won between 2001 and 2011.

They were NOT asked to give up any of their League Cup wins. Details of the offer, made during discussions involving Green, the SPL, SFA, SFL and administrators Duff and Phelps, emerged last night.

Had Green accepted the EBT sanctions, he’d have agreed to “(i) the withdrawal from Rangers FC, RFC and Sevco of the award and status of Champion Club (as defined in SPL Rules) of the Scottish Premier League for each and all of Seasons 2002/03, 2004/05, 2008/09, 2009/10 and 2010/11; (ii) the withdrawal from Rangers FC, RFC and Sevco of the award and status of winner of the Scottish Cup for each and all of Seasons 2001/02, 2002/03, 2007/08 and 2008/09”.

Among a list of “Agreements and Undertakings” which Green was asked to accept were: “(i) accept and agree to be bound by each and all of the EBT Sanctions; (ii) the SFA and the SPL agree that no further sanctions will be imposed with respect to or concerning the EBT Payments and Arrangements; and (iii) RFC and Sevco shall not directly or indirectly make any claim and/or representation to have won any of the Championships and/or Cups which are the subject of any and all of the EBT Sanctions”.

It’s understood Green rejected the offer of EBT sanctions as Gers have still to be found guilty of any misuse of the Trusts. An independent commission appointed by the SPL will begin a hearing on November 13 regarding the alleged undisclosed payments.

HMRC is expected to announce the findings of its first-tier tribunal hearing on the EBTs within weeks.

Gers have already refused to co-operate with the former hearing.

And Green is facing an SFA charge of bringing the game into disrepute after claiming the process was “fundamentally misconceived”.

The leaked papers appear to add weight to Green’s assertion that a range of penalties have been considered before any guilt is proved.

SunSport has also seen an exchange of correspondence between HMRC and the SPL dating back to October and November 2010. Yet there was no official Hampden probe into Gers’ use of Trusts until earlier this year.

But with Green having already threatened to take his case to law, the emergence of the secret documents shows stripping of titles has been on the Hampden agenda since the close-season.

Earlier this month, Green said: “The club cannot continue to participate in an SPL process we believe is fundamentally misconceived.”
