Some more thoughts (from the punters perspective).

The book in question is in effect offering a different "product". In simple terms better (sometimes) win odds, lower place odds. I fear that the GC will view this as healthy competition which is not good news for the "traditional" bookmaker. Or they won't understand which comes to the same thing.

I fear therefore that there will be no formal support from the GC. Without same it is questionable whether tracks will act - on what basis could they?

The solution is transparency imo - lobby the GC to legislate that (a) the EW terms sign is bigger and/or (b) an example of the returns has to be shown comparing effect of eg 1/5 v 1/8.

Alternatively paris the GC would need to be convinced that the 1/8 odds merchant was always offering bigger odds than those offering 1/5 odds. An assumption that might be true but not necessarily !! The issue would be to get the GC to realise that the current lack of regulation is encouraging 'sharp practice' which some - only a few - are putting into effect.

I wouldn't be surprised if some of those at the G.C.think like a lot of punters do, that an 1/8th is bigger than 1/5th.They'll probably turn around & say Mr Wilson is offering better each way terms than the others so what's wrong with that?He is giving the punters a better deal so why should we stop it?

Is it true the GC are in talks with the racecourses to allow bookmakers free entry similar to the tote staff.
however this will only apply to the COMMISSION AGENTS who will be abliged to wear a uniform YELLOW i believe.
This apparently is their TRANSPARENCY exercise to help the punters distinguish between the true bookmakers and the YELLOW SUITS who look to nail 5p on every bet taken.

no , certainly didn't , laid 40 each way at 28/1.
but this got softened when i laid 500 each way the willie mckay [ guest trained ] runner at 22/1.
had to stand the place..£8 at 6 and £5 at 5.6 on the place market on here.PITIFUL
stood it for six grand [ finished stone last ] and won 122 on the race

Ron Cooper - One of the biggest imposters to ever step foot on a racecourse.... funny how it's the same books who never take a bet/had a liability of more than £50 on any horse ever that want to shaft the punters at every opportunity as well and kill the game for the few decent books left

Bit off track, but i've just come back from South Africa. I backed a horse at 30/1 in an 11 runner conditions event, asked for each way, my place part was laid at 11/4!! Seperate place books and all that!
Needless to say I decided to cancel the place part... Then to see it get beaten a short head!
Wonder if they were lining up to beat him up going 1/11th the odds and you pay tax!!!

the post reporter pointed out bad pr for racecourse bookmakers.

there were only 7 books at hereford one of which was betting to 1/7th odds.

the reporter failed to point out 6 books bet all day to standard place terms whilst getting pis-ed wet threw.

I agree with what you are saying. 

Unfortunately as the Post is being funded by the high street giants they will always have an agenda. 

Objectivity and the Post do not go together.
