I'm not sure Hillary is saying exactly that but the only chance the republicans have to win is to try and undermine the process by any means legal allowed.

Can't really attack Biden for being a creepy old perv because Trump himself is a creepy old perv.
Can't really attack Biden for doing some nepotism for his son because Trump's entire family is profiting from his presidency.
Can't really attack Biden for being senile because Trump himself is senile.
Can't really attack Harris for working with Biden, who she was quite critical of during the primaries, because almost all Republicans turned from big Trump critics to becoming idolising members of the cult of Trump.

There is literally no attack The Republicans can do that won't reflect right back at them.
