Livingstone was the Labour representative of a popular Tony Blair Labour government. When the banking crisis hit, he was out, as was the Labour government shortly afterwards. The London electorate today isn't the same as when Boris was a candidate.

No, still a process to be followed, opportunities for amendments to be attached by both the commons and the House of Lords.
Realistically though, it does appear that the bill will be passed, just a matter of when.
