If you keep going round in circles like this you will disappear up your own arse. How many times have you now said that it is self explanatory? You would have spent less time actually explaining yourself than making this point. Were councils unable to perform their functions before the advent of huge and expensive departments designed to "get their message out"? You still haven't explained why the council need to get their message out in the first place. We fully understand that is what PR departments are there for but the question remains why you consider it be a necessary function?

For a very simple reason. The answer is not obvious and we simply do not know the answer which is why the question is repeatedly being put to you. It seems you don't know the answer either because you keep telling us what it is they do. You have done this in a variety of ways with the latest being The LA has to communicate with its clients on various levels and through different media. You have singularly failed to addres the actual question which is why you consider this should be a function of a LA?

Allow me to help you out here because you are clearly struggling to understand a simple proposition. I think Java and others are broadly with me if I state our position as being one which sees a LA in a particular way. Our view is that its remit is to provide certain core services. We honestly cannot fathom why a council would need PR to provide these functions. The only way it could conceivably need whole departments dedicated to this pursuit is if it goes so far beyond its essential remit so as to totally redefine its role. Even then outside of being an agent of propaganda it remains hard to see the need.

Perhaps we can come at this from a different angle:

What do you see as the remit of a LA and how does a PR department allow it to fulfil that remit?

Examples of the need for Local Authority PR. It's to explain why:

1) Such a large percentage of Council Tax is needed to meet the cost of salaries of our staff
2) A large amount of Council Tax is needed to contribute towards the pensions of our staff
3) Companies and businesses who pay business rates do not receive any waste collection (nor any other service for that matter)
4) We devote a lot of our funding to provide equality and diversity training for our staff
5) We consider it essential to serve our clients by providing courses on sexual education and health for the over-60's
6) We consider it important to provide a global outlook for our overseas clients who benefit from our grants
7) We consider that we are far more important than the local community we serve and the local community should pay for us to carry out the global and self-serving functions we decide are important
8) We are such complete and arrogant tos sers

Most of the people who carry out and are responsible for the core functions are decent and conscientious in my experience. Councils should never have got away from key statutory functions in my view. Now in these austere times, Councils must surely return to core functions as a priority. Then there would be no need to bleat about Council Tax being frozen. Staff like Karla have umpteen options (apparently) of private sector employment so there should be no guilt in taking them off the public payroll.

I'm a fractions man myself but seeing as we are on betfair I will say that it is 1.01 that Karla doesn't come back with a well thought out comprehensive exposition of her standpoint. They don't NEED them.

Our council offered a far greater range of direct services, forty years ago without one.

They were SEEN to be providing services, and therefore did not need to keep peddling trash about what a great job they were doing.

It is the Olympics and Diamond Jubilee this year apparently
I can furnish my house cheaply by going to the "showroom" at the tip
They want more volunteers to run the libraries (court order put a hold on this)
They are "working hard" to save "every penny"

To save "every penny" and cut the production of waste , I have an idea.

We have asked "Why should a single council have a £3 million a year PR department as opposed to either increasing core services, or reducing the council tax bill"

I understand and fully endorse your feelings of frustration. It seems that for most of my adult life the one true growth area in this country is people doing nothing. Either people doing nothing officially through unemployment or so called incapacity or people at work building little empires to shield themselves from having to roll up their sleeves and get stuck in. It wasn't restricted to New Labour either. As I have said many times the incapacity scam was started by the Tories.

A little anecdote of my own to illustrate. I started nursing back in 84 and qualified in 88. Around that time I got chatting to a chap in salaries and wages. He was then slightly younger than I am now which is 45 and he had worked at the hospital since leaving school so I guess that put his starting point at around the early 60's. He said that at that time the sum total of administration staff (excluding people like medical secretaries) was 6 and they ran a very tight ship. By the mid 80's he said there were dozens with no massive changes or discernible improvements in the service they provided. Given that this was at a time when the Tories were supposedly decimating the health service I shudder to think what things will be like now.
