This might be a stupid question but how many overs does it take for a 'new ball' to be less effective? Often hear commentators say 'opening batsman' should look to overcome the period when new ball loses its shine or hardness.

Not a stupid question at all bit varies loads depending on atmospherics, nature of pitch and outfield and skill of bowlers. It sometimes swings more after the first few overs as one side is shinier but bounce and seam movement tend to decline gradually over time.
