In general, Germany has barely any grass courts outside of the tournaments that keep popping up because people want Federer and Kerber on their strong surfaces. Almost all outdoor courts are clay.

Putting on grass courts is a good business idea really too, because top players will always prefer to spend as little time in the UK as possible.

No, UK in general. There is some tax law that makes it expensive to play in the UK. Like, for every day they spend there, they have to give money to the UK taxman from their all-year sponsorship money or something.
