The betfair rules do not mention anything about agreement of other parties or Queens Speech only:
"Who will be the Prime Minister of the United Kingdom when the first government is formed after the next UK general election. This market will be settled on the formation of the first ministry (government) after assent is given by the reigning monarch after the next UK general election." |

my feeling is that there isn't a constitutional expert at BF Towers - there might be, but I'd not be too confident.
It does seem consistent with the idea that Brenda has said she can go ahead and form a government with the DUP, that if it all goes tits up, would May have to go back and ask again? I don't know. |

i should add that I specifically asked if cabinet formation or the queen's speech would be the event that concluded this market and was told it was the DUP agreement.

A Government hasn't been formed with out a agreement/coalition. IMVHO.

The Queens speech is only an intention of the governments programme for the term, it can sometimes take a while for it to get to a vote.
If it doesn't go through there would normally be a vote of confidence in the government. But I bet during the debate, the Speaker refers to Theresa May as Prime Minister. |
