I agree its dishonest and not nice behaviour. I slightly disagree that its “theft” for me its more like a debt in terms of legal situation imo. But im by no means an expert.

It's dishonest to take the money, I would highlight it and maybe expect a token gesture from the bookie, chance would be a fine thing, pre-electronic boards and tickets, the bookies used to fleece the punter at every opportunity with the 'How much are you expecting Sir? OK, here's your money, well done.'

Everyone is assuming the person picking up the winnings must have known it was an overpayment which is not necessarily true.

A few years ago Gary Wiltshire overpaid me at Chepstow races... I'd had a bet in Euros and he paid me the winnings in pounds which at the time was about 25% more
I told him and he recalculated and thanked me
I knew him to chat to anyway
About a month later he was standing at a ptp near Hereford, no electricity so got the old numbered card as your ticket. When I went to collect, the clerk had put it against the wrong horse. Gary paid me out no problems.
