Looks like they go to 7pm with 33 overs each. That is 66 overs total - 19 already bowled so 47 to go.

47 multiplied by 4 is 188 mins, so that is 3 hours and 8 mins. Add that to 3:50pm when they are looking to start gives you 6:58pm as the cut off. I have forgotten or ignored the changeover 2 overs...
