You see endless pontification about how to solve knife crime. The answer tho is blindingly obvious. Anyone found in public possessing an offensive weapon on their person or in their car is given 5 years in the slammer. No if, buts, maybes, allowances, judicial discretion, time off for good behaviour. 5 years. There ends the vast majority of knife crime.
They can get four years now. What you propose wouldn't do a thing to end knife crime.
