If they started loading at 2.28 there is no way they are getting them all in at before 2.30 especially if they get 1 horse playing up,at least then they are off within a reasonable time,just a good job there are only 2 meetings.

Rules H4 and 5 cover the circs in which a race must be or may be declared void. Starting early is not there.

They can always delay loading the last one until the correct start time. There is no will to start races on time at most courses. In some countries they don't start if there is still a queue at the tote/paris mutuel windows but I'm not sure that is the issue here.
