The eventual third was hindered at the next and had to switch. With a clewar run would have beaten the Pipe horse.

Clearly whichever the stewards decide, no-one knows what would have happened- solution the stewards should be allowed to call dead heat or award 1= to be fair.

Illogical, Blue - the stewards are trying to do two things - look after safety and to be fair - they don't always succeed obviously. You could argue they should be consistent too - but that's not going to happen!
