When you changed your wifi, did you also change your ISP? I'm wondering if they are blocking it as a gambling site if they have given you a free family-friendly filter to block your teenage son watching porn. See if you can get to various bookmaker sites.
Less likely is you are blocking it yourself if the new installation involved changing your Windows firewall but I doubt it.
Otherwise wait for the RI team.

Oh, to be on the safe side, have you tried turning it off and back on again? iirc early RI download managers did not always exit properly -- task manager might show lots of zombie RI DMs.
