The system storing the info was hacked. Simply being the first to see public info is not illegal. The equivalent racing situation would be for example bugging the stewards' or judges' room.
Betting live at the racecourse is never going to be prohibited and access to fast pictures is only going to be subject to copyright laws. It's time you simply accepted that.

The system was hacked in order to get the access. That is a criminal offence as is all other insider trading in financial instruments.

This is just utter drivel. It's called the FCA. The Financial Ombudsman is a different organisation. Insider trading is illegal and described as using privileged price sensitive info before it is released to the market. Being first to take advantage of public info is not illegal.
No one in any position of authority gives a f-ck about fast pictures and it is never going to change.
