There seems plenty money at times in a race in running, for example nearing the finish - so why not earlier in races?

If delays stop people playing inrunning (as suggested above) why does it not stop the late money too?

folks like betting with plenty of dosh when they have a distinct advantage and the outcome is a foregone conclusion
