The rule does not state that it has to be conclusive. The benefit of doubt under the way the rule is written actually goes against the player. I can't see how they don't penalise him.

1 shot penalty as the official on the spot told him not to replace it, so he can not be penalised for not replacing the ball which would be a second shot.

If I was DJ I would plain refuse to sign for a bogey and put a par down.

He never ground the putter, how did he cause it too move, surely when approaching a putt your body has to be close to it.


As I say, apparently grounding isn't required anymore, they asked DJ if he knew of any reason why the ball didn't move, he said he didn't know of any reason.  The official then said, that they would be showing DJ the video when he finishes in order to give him the opportunity to make his decision in a more informed way, he said, DJ's input would be welcome, but they will make their own decision regardless.  They're saying the ball moved, what made it move?  The obvious answer is the DJ's proximity, who knows, static electricity, whatever, also, the panel said that the USGA wouldn't be making their decision based on the pictures we see, so presumably the another angle.
If DJ doesn't give himself the penalty, they will impose it (presuming that's their decision (and it sounded like it was), however it will only be one shot, as he did call in the official at the time.

If they give him an additional penalty for not replacing the ball after the official told him not to it would be shambolic, surely not

A rules official was there with him. If a player does not all a penalty on himself your saying officials can guess what made the ball move after an official has already told him to play where it lies.

No difference to my pocket at all.

It does not have to be conclusive. You need to read the rule. The benefit of doubt works against the player. If DJ can't tell them why the ball moved, if he just says I don't know, it must be a penalty under the rule

how would the player know, could rested on a spike mark, could be a gust of wind, could be a minor earth quake 5000 miles away, if you don't know but are sure you did not do it its not a penalty.

Should have been resolved before he teed off on next hole. The Whistling Straits was unfortunate for DJ but was a penalty. Here it is not a penalty. Simple.
