How can a major tournament coming down the last few holes and no one knows the true state of the leaderboard.

If they are going to penalise a shot then do it. If they have enough evidence

Watching it on a US feed and heard the USGA official talk to their panel, essentially, grounding the club is not actually essential, it used to be, but the rules have been changed for the players benefits.  What I took from him, was that DJ should have manned up and taken his medicine as they're pretty certain that he caused the ball to move, the rule now states something about the player and his proximity to the ball, but no longer specifies grounding.

This reminds me of Woods in the The Masters a few years ago, where he also refused to do the right thing.

If I was DJ I would plain refuse to sign for a bogey and put a par down.

He never ground the putter, how did he cause it too move, surely when approaching a putt your body has to be close to it.
