If PC can be linked across accounts in order to catch people who try to avoid it (by just opening another account) does this also work the other way?
i.e. if you open an account that is very successful on here, but have also had an account that was not, surely this should reduce/effect the PC for the second account?

Yes once the accounts are linked, all pnl from both accounts is used to calculate your PC charge - you do not have a separate charge calculated for each account. If PC is due they will debit it from your 'main' account used or with the highest balance
