Looks like Netherlands would get the extra automatic place if England only get 3.

money and generation of money is a massive factor, but it isnt everything. Man utd have spent nearly £1bn in transfer fees since Fergie left, and Sheff utd are above them

I suppose the Premier League would be shrewd in deducting points to drop City out of Top 4, as then they would have 4 'clean' clubs so could not lose a CL place to Holland/Austria next year.

They can issue a punishment the same as UEFA did, and whether it stands would be determined by the appeal I guess.

I suppose but that would mean no club below City in the league would know their finishing position until the result from the appeal was released, and God knows how long that's going to take.

When Milan were banned from Europa their place was taken by Roma so it seems 5th place should be OK for England.

In the past though they had different rules for English clubs. Villa were not allowed in European Cup 1990/91 because UEFA said 'it is not for 2nd placed teams'. But then when Marseilles were banned in 1993/94 they just had the runners up go in.
