usually if it's a handball then every player in the attacking team has hands up claiming for the penalty - if you watch that again then only one french player makes a hopeful claim and the others were quite happy to play on as they knew it wasn't a penalty.

when i was a child i remember watching the 1978 world cup final and the ref was italian. he seemed to be on argentina's side, holland having put italy out before.
