I think they only get booked if the shirt is lifted above the head.  Exposing a message isn't in itself a booking I don't think.

The thing is that Koscielny committed two separate offences simultaneously and so there are two independent punishments.

Foul in the box -> Penalty.

Denial of a clear goal-scoring opportunity -> Red card.

There are occasions when I think the double punishment is harsh, eg an unintential trip deemed a professional foul.  But in this instance it was fair.  It was a deliberate attempt to stop dzeko from trying to score.  It was totally cynical and the punishment was right - especially as the penalty was missed.

I think the standard of refereeing in general these days is poor, if you look through the lower leagues it's even worse.

To be fair though the red card and penalty were spot on.
