In the top European leagues, the percentage of league matches that finish goalless varies between approximately 4 and 9 percent.

You can get your hands on some really good data at this site via the Historical section.
https://www.football-data.co.uk/

It provides downloadable spreadsheets that you can manipulate to your requirements.
It has data on many leagues, going back as far as 1993/94 for the English leagues.

It updates the current season data twice a week.

The columns show the number of teams in each league and the number of regular season matches.

It then goes on to show the percentage of matches ending as Home wins, no score draws, score draws, and away wins.
The R column is a ranking of the no score draw percentages, the Dutch Eredivisie being the number 1 ranked league for the fewest number of 0-0 matches.

I have then shown the average number of first half goals, the average number of second half goals per game, and total goals per game.
This is followed by another ranking, the Dutch coming top of the list for goals per game.

I then looked at the percentage of games getting to half-time with no goals scored.
The Dutch, having the lowest as you might expect from the league that produces the highest number of first half goals.

The final column shows the percentage of 0-0 half time games where at least one goal was scored in the second half.

The averages I have shown are simple averages of averages, they are not adjusted for the number of games played in each league.
