I think eventually there will be little cross over between formats . You will have pure specialists for each format

International T20 cricket is a bit odd though. It’s not played all that much and it’s usually an afterthought, except for the World T20. Teams often give some rather odd players a go. SA played a pretty experimental looking side against Pakistan just now and England often rest the test players, even though they’re also in the best T20 side and only appear when a competition is on the horizon.

Four bowlers is always going to be fine for them unless you can get at Lyon or one of the quicks is badly off kilter, or gets injured. Lyon is just the kind of steady, rat boy, spinner you want to go with three quicks.
