If it's a terrorist attack then just shoot to kill - nothing less is appropriate. An enquiry could be instigated later (if necessary) otherwise just dispense with it as it is a waste of time and scarce resources.
What better deterrent than "shoot-to-kill" as the coward does not deserve another chance to live? Apart from the terrorist is a bloke do we know more about the him eg marital status, nationality, occupation, etc? |

I'm sure she has a plan in place to show Zero Tolerance not just towards Islamic Terrorists, but also towards the gangs of thugs who are causing mayhem in London (and increasingly in the shires). Sadly I haven't heard her say it during this election campaign. |
