Just checking, why should the state be funding them? The Lottery is probably bureaucratic in making its awards but not in the same way that Government is. All systems of public spending are a form of crowd funding. They involve either taxes, lotteries/gambling, donations to charity or shareholding There is no such thing as PUBLIC MONEY.
