two thousand and nineteen is technically correct, clue is in the number 2019 twenty nineteen actually means nothing, you wouldn't tell someone you just bought a new sofa for twenty nineteen pounds would you, it'd be what it is, two thousand and nineteen pounds.
There is a common sense way to say years and prices, so it is not just saying the number. Two thousand and nineteen pounds is OK. But would you say you bought a bag of chips for 'one point eight five pounds', or give your birth year as 'nineteen hundred and eighty nine' ?
