North Korea for example. If you express an opinion you are executed, unless you are the beloved leader, or you do what you are told, express no opinion and kiss his arse.

Expressing an opinion also is about mental health, people have to say what they're thinking to get things off their mind, otherwise keeping things in will weigh you down. We always feel better after saying whats we're thinking, whether we're right or wrong.
