Tbf, it would appear that the guy is referring to Brussels, not Belgium as a whole. Still, nice of him to be more concerned about the USA than the rest of his own country.

my rough estimate is that it takes about 25 percent to get a voting majority in many cities
if you want to be picky about it try 30 percent I refer you to germany pre war |
