"I noticed there was a situation where an email was posted after the 1 hour mark, don't know the circumstances but can you clarify the rule...If i email within 1 hour of the start will it comply ? or does it depend when it wa actually received ? Thanks"
The above question was asked in Division 1. As Division 1 settler, my view of the answer is:
It is clear that there is a rule which states that selections must be made at least 1 hour before the stated off time of the race in which the selection is going to run.
How do settlers apply this rule? There is a time of post which is either the time of the forum post in the case of non-mailed-in selections or the timestamp shown on the mail containing the selection when that mail is received in the napscomp@gmail.com mailbox. This time can then be compared to the stated race off time to apply the rule. The only thing to add to that is if the time of post is exactly one hour before the race off time, then I don't regard it as a late selection. If the difference is 59 minutes, then of course it is a late selection.
What is the penalty for a late selection? This is where there may be a difference of opinion between settlers. In my opinion, the penalty is to class it as a 'No Selection'. In this way, one of the 5 rest days is used up and , if the 5 rest days have already been used, then the automated settling within the spreadsheet we use will settle it as a loser (-1). The difference of opinion could come about if a settler though that it should be treated as Invalid straightaway (settled as -1 and no rest day used).
