It can be advantageous to the competitor, in some situations, to select a non-runner i.e. it surely avoids a loss. The other side of the coin, of course, is - no chance of a profit. A settler has to be aware of the process of selection in determining whether a selection has been genuinely made. The factors, to my mind, are: Time of NR declaration; Time of post/mail; Gut feeling.
The settler will then come to his decision.
It is worth bearing in mind Rule 12 - 12 - Quite often, things can crop up that aren`t strictly covered by the above rules (grey areas) in these instances please abide by the individual settler`s decision/ruling.

We generally err on the side of good faith. In other words, we don't expect napsters to be 24/7 vigilant about NR declarations or abandonments.
Taking it to it's logical conclusion, if someone did this in bad faith every day of the month, they would finish on zero and wouldn't be winning anything. On the other hand, they wouldn't get relegated either, so some monitoring is needed. Which is why I put gut feeling in the factors.
