I wonder if I have the authority to do that in my diminished capacity as Settler Without Portfolio.
Unfortunately, two of the four full-time settlers are two of the most consistent offenders, albeit in only a minor way.
If I was to adopt a zero tolerance policy I could find myself having to settle their Divisions permanently until replacements could be found.
I believe it's called 'shooting oneself in the foot'.
