Just over 50% of extra times end up in stalemate with both teams over estimating their chances of winning the shoot out compared to winning the game. One suggested alternative based on empirical data is that after 90 mins you have the shoot out giving a shoot out winner. You then have extra time which if ending in stalemate would result in the game going to the shoot out winner. The result would be that the extra time would be chased by at least one team and the game would be more exciting and end in less stalemates

good idea, but would never happen.

The penalty takers would have less pressure but if one team won 5-0 on penalties and then lost the extra time 0-1 then they might feel hard done by...

The best way to get a result in extra time would be to reduce the number of players on the pitch,start the first period 9 a side, then go down to 8 a side for the second period.This would create a lot more space and teams may not be so negative in the last twenty minutes of normal time as they wouldn't want the extra time.This would be survival of the fittest and do away with all the negative play we have seen in most extra time .

Why not play extra time first, with the penalties at half-time then play normal team afterwards!!!

you hear idiots on the TV talking about penalties being a lottery and yet it replaced drawing lots and coin tosses as a way of deciding things. 

it is much the best and most skillful way thought up so far and the fans love the excitement of penalty shootouts.     

having the penalties before the extra time would take away the drama of shootouts and would also mean that the team who "won" on penalties could spend extra time in ultra defensive mode knowing that a draw sends them through.

dogday has given the best idea. It'd be an incentive for teams to win in 90 minutes and also make extra time more exciting and test out the tactical ability of players and coaches.

The best idea would be to start world cup matches with 0 (zero) players and not add any ever. This would stop viewers being bored out of their brains.

I guarantee the world cup final will end 0-0 after 90 minutes. snoozefest zzzzzzzzzzzzzzzzzzzzzzzz

I have a better one.

A mate and I used to play a game up the park where one of us would go in goal and the other would start on halfway line. Whoever was in goal would drop kick the ball to the halfway line and the player on pitch would have three touches to score.

Obviously with a full size pitch you could increase to 5 touches, as 3 probably wouldn't be fair if they had 50 yards to cover. (our pitch was about 2/3 full size)

You could even have a machine or dedicated kicker to ensure all of the kick outs were consistent and fair..

Penalties would be less of a lottery if they did them like ice-hockey, where the attacking player skates from the half way line in on goal rather than just batters it from a certain spot like football.

Would recreate more closely a real one-on-one situation and would require both the attacker and goalkeeper to exhibit much more skill than just guessing where each other are going to go in advance.
