    Points in all group matches
    Goal difference in all group matches
    Goals scored in all group matches
    Points in matches between tied teams
    Goal difference in matches between tied teams
    Goals scored in matches between tied teams
    Drawing of lots

dosent the head of each of the 4 football associations write how much they will pay to qualify to next round in an envelope and shove it under blatters door?

If they do actually draw lots and it's done fairly it's the best way. Before they used to use the coefficients. Well I know they did in Euro 96 anyway.

All four teams finished level on points and goal difference!!!

In Group A of the 1992 Asian Cup, Japan and UAE finished 1st and 2nd level on points and Goal Difference. They drew 0-0. I've been unable to find out how they split them, so far.
