i know they are hosts etc but does this not create an imbalance, when you've got a poor team as a perceived top seed, teams like holland, ghana, usa, chile, ivory coast below.

I used to think that this was a bad idea, but I'm in favour these days. A tournament is somehow devalued if the hosts go out early. Seeding the hosts is the best way to make their elimination slightly more unlikely.
Im only thinking as host of the tournament they can plan their 3 games in advance.
Know which venues they are playing at beforehand, and start preparing as early as possible.
