At least Keeneland is back. Other racetracks are back soon:

I imagine it'll be added, sometimes BF add it last minute like they do with Fonner Park.
Best thing to do is complain on Betfair Live Chat so they feel pressured to load it
Unfortunately Evangeline is not on the calendar to this week and next weekend.
Asked them on twitter and said traders would start offering it this week
