'wiggly lines on US horse racing and no pictures'

on many occasions in the last week when I have clicked to watch a US Horse race, a yellow wiggly line flashes in the middle of the screen, a line moves across the bottom on the screen, then a black screen comes up with 'ready' in the botton left of the screen and no picture. There is also a voice message saying contact your provider to use this URL - Does anybody know what is happening here? is it widespread - is it my laptop?
