They tend to offer her above ITF level. Even if they added her ITF matches, I'd strongly expect them to have no market making.
Also, support people's musings have to be taken with a grain of salt at times. A few weeks ago they also told me when I requested a bunch of ITF matches to be added and they told me something like "The matches for this tournament have been added, except for X vs. Y which is not part of our offering unfortunately". I looked later and X vs. Y had been added as well (no controversial players) |

E.g. Makarova vs. Lemaitre was on the exchange (and bookies) at the start of the clay season for the WTA250 Rouen qualification first round. This was long after Makarova's ITF matches had started being shunned.
