He deserves the time violations because the umpire is enforcing the rule, but they never enforce it consistently, there are loads of them that go over 20, and it's a stupid rule anyway, 25 seconds on regular tour events, 20 in slams where you need more time, senseless. Especially in grinding matches like this.
