Most people just will not work hard if they can get what they want without putting their best effort into it. As easy as that. They will also still try to take advantage through corruption and little tricks all the time.
I know more than enough stories about all that from people who lived in the former GDR. Not even talking about the de-facto dictatorship and militaristic brainwashing that went on there. In school they made people throw grenades in physical education ffs.

yeah i think its both extrema systems, best its mixed up but yet u have all those cuncil reliance culture,and big consortiurm rules. so two issues mixed up together, worst it could be realy,european union
