The Tory policy was to remain, and not have that control. The uni party lost the vote, and instead of using the control to do what people repeatedly voted for, they did the opposite. The question is rhetorical as to why, but it's a good one. Definitely some people wanted to change the culture of Britain forever, that's something they can put on to their (short) list of achievements.
But why would they want more immigration and more spend on benefits? Why would they think that's either good for them politically or for the country?
