para 12 of the The Greater London (Central Zone) Congestion Charging Order 2001 (the legilsation authorising the congestion charge) states: (2) A penalty charge payable by virtue of paragraph (1) shall be paid within the period ("the payment period") of 28 days beginning with the date of a penalty charge notice given under regulation 12 of the Road User Charging (Enforcement and Adjudication) (London) Regulations 2001( ) in respect of the penalty charge and in a manner specified in the penalty charge notice .
and Regulation 12 of the Road User Charging Regulations just says what the notice must contain and who it must be served on not when it must be served by.
there may be some wider common-law relating to this sort of thing but I can't find it quickly!
all I can say is that you've got 28 days to either pay or show that the notice is incorrectly served because it wasn't your car, you weren't using it that day, it had been stolen etc.

im obv gonna pay, i always pay fines etc as soon i decide i am liable... i am just wondering if there is a legal loophole hopefully aided by the postal strike that i can use here. i know with speed fines they have to notify u of intention to prosecute within 14 days.
what annoys me about this CC is that if it was purely about raising congestion charge fees, which i actually like, then they would allow prepay. i have rung up before and offered to pay on account just in case i mistakenly go in to the zone without realising. they of course don't accept.
originaly they would only accept payment on that very same day which is of course ludicrous also. i think this has been extended a day or two now at extra cost.
on one occasion Iwent into the zone once and forgot to pay after the 2 day threshold(at the time) due to hangover etc so rang up the second i knew to pay it, but they wouldn't even accept it then becuase it wasn't on their sytem yet and they couldn't direct the payment anywhere.
the whole system winds me up except for the part of actually charging to go there.

yer, more or less what i thought dbibbs, cheers anyway. i dare say speeding fines are capped as they carry points and a person could theoretically tot up 3 points a day and lose a license 20 times over before it came to light.

i found out today there is actually two FREE ROUTES through it lol.
one comes in from the right from the M40 i think so fair enough and the other runs up from Vauxhall Bridge through the middle.

I remember seeing a website where you pre-pay. You register your cat with them and they pay anytime you enter the zone (I think they get a discount on fleet cover so make their money this way).
