Monday, 09-Sep-2013 horse runs off 71 and finishes 2nd.
Wednesday, 18-Sep-2013 horse runs off 78
My query is why the OR jumped from 75 to 71 and then up to 78. My understanding of how ORs are applied is as below in italics (be gentle with me if it's wrong...)
Race prior to 4-Sep was 29-Jul so OR would have been updated by 04-Sep, but when the horse ran on 09-Sep the 04-Sep race would *not* be reflected in the OR. So why did the horse drop down to 71? I'm assuming the jump to 78 OR on 18-Sep was due to the 2nd from the 04-Sep run - would you agree? All races are Irish btw.

ORs are modified every TUESDAY, and that modification is based on any races the horse took part in 'during the previous Saturday (going backwards) to Sunday. Even though that new OR is published by BHA on Tuesday, it doesn't apply to races until the NEXT Saturday (5 days later). This means that races on different days have different periods before being penalised (going up in OR) for good LTO races. If the raceDay is Monday and the LTO date is < 7 then the LTO race is not reflected in raceCard OR. If the raceday is Friday and the LTO date is < 13 then the LTO race is not reflected in racecard OR. If a horse WINS and is running before the OR has been properly adjusted, then a penalty of (usually) 6 applies (ex or x6 on racecards) - no penalty for app races.

of course the horse was 71 on 9th, because the rating wasn't aware of the 04-Sep run and so it reverted to the last race of which it was aware... which was the 29-Jul run... at a rating of 71!
