Do rugby referees make up the rules as they go?

Honestly.....you'd want to be a genius to work out the rules at times.

When the commentators are struggling to explain the decisions, you know the calls are grey enough.

I know the GAA has it's problems with officiating and I'd be critical of the referees in that code but the rugby refereeing situation is hilariously bad.

For what's it worth, I think Ireland got more decisions today so it's not bias.
