Ozymandius , the toll payment thing is ill thought out and shows that those introducing the system did not see fit to accomodate casual users by making it easy for them to pay the toll . Most of the people I know in the category of once or twice a year users just ignore the situation , only one I know of has got a bill , for 6 euro instead of 3 for a one off passage ( and he did go up and down , so 6 effectively means no penalty ).
The basic problem is that there is nowhere to pay the toll in cash form other than via a detour to some shop , or if you are on line you can activate the internet payment procedure . Subsequent toll booths should have payment options , and everybody would pay , but they do not have the option . Why not ? Save a lot of hassle .
Not long after the system was introduced I travelled to Youghal , and partly out of novelty set about paying the toll via a nominated shop ( which involved computing facility use) . Found the shop , the owner dug out his manual / instruction book saying "you are the first from outside the jurisdiction to pay this , lets see if we can get it to work " . Worked at second attempt .
Repeated the trip about 6 months later , went into same shop to pay ( knowing the ropes )and was told " we threw that system out after 2 months , it was costing us time and money " .
Travelling north last month from Kerry I called into the newish service station about 10 miles north of Dublin for food and petrol . After using the petrol pump I went in to service station to pay , and joined a fairly lengthy queue to pay . Most of the people in the queue were paying the toll , logically as without a detour there is nowhere else to pay going north towards Belfast . Wont buy any more petrol there , too slow . Unless its really necessary to get home .
So paying is a nuisance for the occasional user . And chasing up a 3 euro payment does not make economic sense for anyone involved . A sensible compromise would be to use computing power and let people run up a decent sized bill ( say 20 euros ) before billing them for previous excursions and recouping the money owed , but without punitive penalties unless they ignored it .
The bad karma that would come from over vigorous chasing of minimal non paid tolls has to be weighed against future use of facilities ( tourism considerations etc ) . 2 personal bad experiences in Spain have disinclined me to visit that country again despite the attraction of sunshine and value . And that rubs off on family . Tourism is about bums on seats as a lot of countries are finding out , accomodating visitors equably pays off in the wider spread of things . Anyone willing to spend money outside their native heath should be prized . Cuts both ways here , shopkeepers in border towns in north are very attuned to their southern shoppers . Money makes the world go around .
Speeding fines are a different matter . Parking fines also provided the offence was measurable .
