Why do they always lie about the going?

its slower than good by about 2 seconds over the 5 furlong trip, is that enough to call it good to soft ?

They posted on the BHA's update page yesterday that the going was likely to ease following the morning rain (5.8 mm up to 1 pm), but they still gave it as "good" this morning.
