Are there tote restrictions on bets placed,as they pay almost sp on winners

Thx,was wondering why some big punters don’t take advantage to get their money on.
Tote Guarantee: When betting on UK and Irish racing on Tote, you are eligible for the Tote Guarantee (paying the greater of the Tote dividend or the industry Starting Price) up to a maximum stake of £500. Any stake placed over £500 will still enter the Win pool, but will not qualify for the matched Tote Guarantee boost.
