It was the norm, for as long as I can remember, that bookies issued a refund under these circumstances, but it has changed in the last 5 or 6 years I just don't know why.

If bookies wish to return the stakes as a goodwill gesture then that’s fair enough. Rule 4’s for winning punters in that scenario wouldn’t be right though.
