Jones/Pauling In Bumpers

I did point this statistic out the other day and it's striking in relation to his hurdles and Chase stats at 12% and 35% respectively. However prior to this season his SR was running at nearly 11% in NHF, so may be just a statistical blip. Alternatively he could just be a better horseman at presenting his rides and positioning them better over bigger obstacles. Interestingly he's only ever ridden one race on the flat at Wolverhampton when a 3lb claimer and it won at 50/1!
  Raquael Blackmore was very similar with just 5 NHF wins from 129 rides although she did win 9 or 10 races on the flat.

Is it likely the horses he is riding weren’t good enough to win their respective races?

No doubt they usually know what they've got. They did today, just beat by a better one that was conceding a penalty.
