I know plenty about neuroscience brass, I studied and qualified in topics close to this. Basically, the pre frontal cortex controls a lot of decision making, planning and impulse. So, I suppose it depends what you mean by having a 'problem' with it.

Luckily horses have a very small, underdeveloped, or in some views functionally nonexistent, prefrontal cortex compared to humans, which is handy otherwise they'd mill about when the stalls open while they decide whether to, and if so in which direction, to race.
